Do I need an Expert Advisor for these price alerts?
No. Every alert tool here is a plain indicator. You drag a line or set a level and MetaTrader 4 watches it for you, firing a pop-up, e-mail, push or sound alert. No Expert Advisor, no automation, no orders are placed.
Will the alert fire if MetaTrader 4 is closed?
No. MT4 must be running and connected for an alert to fire, because the indicator only runs inside the live terminal. For e-mail or push alerts, configure those channels in MT4's options first so the notification can reach you when you step away.
